We're a 40-person precision manufacturer in Cheshire, CT, one building, mostly hourly on the floor. I'm the owner and I'm the one doing every new hire's paperwork, maybe eight hours a week. We're adding a second shift next year. Do I need to hire an HR person, or is there something smaller that actually works?

Your read: 26 to 50 people, Connecticut

This is fractional territory. You said: "I'm the one doing every new hire's paperwork." A senior HR partner a couple of days a month, the Concierge underneath, and a Foundation build if the org has outgrown its shape. The chart is rarely where the trouble lives; the diagnostic comes first.

What each costs at 40 people in Connecticut

    • Payroll provider about $289 to $560 a month, plus the Concierge at $149 flat: about $438 to $709 a month together.
    • PEO: roughly $3,160 to $4,960 a month on Justworks list prices.
    • Fractional partner: the Readiness Read at $3,000 flat, then $5,000 a month. $60,000 a year sits against $150,000 to $192,000 for the HR Director this situation calls for.
    • Full-time hire: for a department of one, an HR Manager at the very least. Connecticut, fully loaded: Generalist about $84,000; Manager $105,000 to $145,000; Director $150,000 to $192,000. Add about $4,700 to recruit.

    About this skill

Do you need an HR person, a PEO, a subscription, or nothing more than a good calendar? This skill gives you an honest answer, and it is allowed to be "less than you thought."

It asks ten questions about your business: where your people are (every state, and how many locations), your headcount split by W-2 and 1099, your industry, whether anyone is paid hourly, who does HR today and how many hours a week it takes, what an HR person would be walking into, what you use for payroll, where headcount is headed, anything live right now, and what you would comfortably spend.

Then it scores six options against each other, with the three reasons behind every score: doing it yourself with the right free tools, a payroll provider plus a subscription library, a national subscription HR service, a PEO, a fractional HR partner, and a full-time hire. Every cost is worked out at your headcount, monthly and yearly, in your state. The full-time line follows a practitioner's rule: for a department of one, hire an HR Manager at the very least, because that person has no one to learn from; a Generalist only where there is a team to join; a Director when the function is being built from scratch. Salaries scale to your state from BLS May 2025 data.

You also get a radar list for every state you named: the paid leave, training, pay transparency, final pay, and contractor rules that apply at your size, sourced from statutes and state labor department pages, with the federal thresholds underneath. Multi-state businesses get one list per state.

Built by Erin Glover, SHRM-SCP, founder of Glover & Co. in Newington, Connecticut: thirteen years of in-house HR across startups, mid-sized companies, and a Fortune 100 insurer, now working with owner-run businesses of 25 to 75 people. Free, no account, and no vendor pays to be named. Educational, not legal advice.
