It structures sanitised evidence, keeps material facts linked to source locators, and normalises scope and price classes without hiding allowances, options, alternatives, exclusions, tax, or revisions.
Outputs
It produces three tangible files: sanitised comparison-input.json, canonical comparison-report.json, and buyer-readable comparison-report.md. The reports show calculation basis, scope coverage, unresolved risks, contractor-specific clarification questions, and buyer-approved scoring coverage. Missing, invalid, contradictory, sensitive, and ambiguous inputs remain visible rather than being invented or silently filled from another quote.
