This local checker applies explicit precedence rules and produces separate eligible, suppressed and conflict files plus a review report. It does not send email, validate mailboxes or provide a legal opinion.

    This one-time local download combines buyer-supplied audience and suppression exports under explicit precedence rules, so eligible-by-supplied-evidence, suppressed, and conflicting rows remain reviewable before send preparation. It includes a Python CLI, local stdio MCP adapter, and companion Agent Skill. A run creates result.json, eligible.csv, suppressed.csv, conflicts.csv, issues.jsonl, SUPPRESSION_PREFLIGHT.md, and evidence-receipt.json. The deterministic core rejects unsafe paths and malformed inputs, never overwrites an existing packet, escapes formula-active CSV cells, and binds inputs and outputs with SHA-256. Intended for email operations teams, ecommerce operators, and agencies reviewing list merges. Requires Windows 11, Python 3.11–3.14, and authorized local files in documented schemas; optional mcp==2.2.0 for the adapter. It performs no mailbox validation, DNS lookup, ESP login, unsubscribe, send, or legal review. Eligibility reflects only the supplied evidence and is not a deliverability or compliance guarantee.
